A few people have commented that the water columns don't work in explore route mode.
I've had a look at this and found that they are all set to have 200000 units (whatever the units are) in the RE, which should be ok. Unfortunately, nothing you do in the RE will make them work, even setting the capacity to infinite. However, the good news is that I have had some success by manually editing the .tit and .tdb files. It appears that the changes made in the RE aren't being saved properly in both of these files (and the settings need to be correct in both).
I'll do some more experimenting and if this is the cure, we'll sort out a patch.

I've had some success sorting this out in the route editor by editing the water columns properties twice. For some reason you have to do it twice for each water column to make it remember it.
Edit: This also goes for coaling platforms and diesel fuelling points. The biggest problem I have is finding them all without leaving any out. You have to make them all infinite and set at maximum capacity, then open the window again (it'll show 0 gals as the amount) and just do it again. I always then open the window a third time to check it's done.
