When you run furmark, there is a button to start a benchmark test at 1080. Click this. It will run a graphics intensive test and you will also see what graphics cards you have in the system, which one is being used right now and what is the min, max and avg fps you are getting. If you run the test long enough (some 30 seconds), you should be provided a score. Report back all these values as well as anything else that may seem "weird" to you during the test. If you can make a screenshot of the test and upload here, even better.

A couple of questions - never having had to run Furmark wrt TS.
Will Furmark (openGL app) really tell you what is happening stress/performance wise in a video card used primarily for a Direct X app?
Wouldn't this be more appropriate? https://benchmark.unigine.com/#download
Possibly even MSI Kombustor based on the Furmark engine but with DirectX support.

Okay. Here goes. Regarding the Furmark test it came out: 325 pts (5fps), renderer Geforce, res 1920 x 1080, duration 60 secs, temp stayed around 28c and gpu power 218 % tdp. Hope this all makes sense. I'm using the latest win 10 geforce driver. I disconnect from the net and turn off anti virus for the duration of the sim. And I have just received my new monitor, a LG UltraWide 35WN73A 35 Inch Curved Monitor-21:9 QHD (3440 x 1440), USB-C, HDR 10, 100 Hz, FreeSync. This had been on order for a while as a "certain age" present!! Was going to initiate it with a run but want to sort this problem out before diving into setting the monitor up. For some reason UKTS wont let me save the text files for the settings. So, I've had to copy and paste, which seems a bit extravagant.

No, it does not make sense at all! However your output kind of explains it all, but of course it's still not saying why this is happening.
Your result is similar to a card some 10-15 years old. Your values should be more than 10 times higher with your 1070 card. What is also weird is that your card is running at 200% TDP.
I propose you download GPU-Z as well and run it (go to the sensors tab) during the Furmark test. I strongly recommend you upload screenshots of the Furmark test and then the GPU-Z Sensors tab when the Furmark test is running. You can also add screenshots of GPU-Z's Graphics card and Advanced tabs.
In my view we certainly do not need to dig deeper into TS settings, it's a system wide graphics performance issue. It could be down to your global graphics settings (quite unlikely), some BIOS or OS setting or a HW issue (probably with the card).
When exactly did this start? Didn't you install or touch some Graphics overclocking SW where you would by mistake set some new TDP limits for the card?
One extra minor question: your settings suggest you ahev an 1080 nvidia card while you were saying previously you have a 1070... ?

Hmmm...it is a 1070 ti. I'll have to look at the settings again. The problem started a couple of weeks ago when I decided to run TS 21 on my Win 7 64 bit setup, after a couple of months of no simming. Frame rates dropped through the floor after they had been consistently in the 40-50 fps range. General advice was to look at installing Win 10 as a better option. I did this, but with the same result. I haven't tried overclocking as there wasn't a need for it in TS. I'll check out gpu2 and see what happens. Many thanks.

Hi I think GPU2 is a typo - possibly should be GPUZ - information/test program - unless he does actually have 2 GPUs (video cards).

You say the issues started with installing TS2021 on Windows 7 about 21 days ago? Yes/No
Was the video card working "normally" prior to this?
As JS asked above does the card work OK with other games/applications including those with intensive 3D applications?
Can you list them if this is so?
In other words is this as JS suggests a universal problem or just a TS one?

No, the annual upgrade to Ts21 on Win 7 64 bit went perfectly. I had a couple of months with high fps and no crashes. I did not run TS for a couple of months after this. When I ran it in January 21 on Win 7 64 bit the fps had reduced to 14 fps. I looked for advice, and both you and Gary (gptech) suggested moving to Win 10 was the way to go. I did the install and that went well, but the same problem occurred. The card seems fine otherwise, although I don't have any intensive games/applications installed. Any videos or dvds I watch run smoothly. By power of elimination it appears to be a universal one in that it repeats in two different Windows opsys. My computer knowledge is very much at the limits. Will go back to basics tomorrow. Clean reinstall of the drivers and checking card seating and power supply. Thanks for sticking with this. Hope I don't have to she'll out for a replacement card!

Hi Peter. The move to Win 10 was fine and long overdue. I'd put off reinstalling it as I'd had problems, so trying it again on the off chance that it might solve the TS problem was a good prompt to attempt it again. The TS problems predated this move from Win 7. It is faster and up to date. I'm gradually moving my programmes over with a promise to myself to keep installations to a minimum!
I looked at the dxdiag report but no mention of TS. I tried to run memtest.exe but on rebooting it came up with the message that it was missing. System repair and scannow didn't fix it. Looking online the only consistent suggestion seemed to be to do a clean install of Win 10! Could it be a memory problem? The page file seems to be used a lot-4gb, even though I have 16 gb of ram installed. Given that the same TS problem occurred in Win 7 then I have to assume it's hardware, but which component?

Monitor installed and working. Looks and runs great. Ah well, tea break over. Back to fault finding!
