How do I get the Steam Library back on a new computer install

I have a new computer running win 10. I have installed steam and can log in.
However I cannot figure out how to get the Library files back from Steam....

This is what my screen looks like.

I don't see the bar that says "Steam / View / Friends / Games / Help

Nor do I see the LIBRARY tab in the top line of steam...

Do you need to install steam

The picture looks like the Steam online page and you need to install the Steam Client

When you do so the system will then start to download what you own.

Install steam into your new computer, login to your account, then steam will install everything you have in your steam account onto your new machine, you may have to confirm you are login from a different computer to continue. Anything else you have installed from anywhere else, be it free or payware you will need to reinstall or copy from backup as this content will not be copied from steam
