The New Look:On the right hand side of the TS library page: scroll down past "Friends Who Play", "Achievements" and "Trading Cards". You then come to "DLC" - in that panel you will see "Manage My (frightenly large number of) DLC" Click on that.

Yes, Peter, that's what I see too but judging by the huge number of postings at https://steamcommunity.com/discussions/forum/7/ , some of which are downright impolite, it looks as if the vast majority have received some sort of upgrade that has changed the look of it. Start your Desktop Steam Client
Go in to Library then Right Click on Train Simulator and Select Properties
Another box opens and the last TAB is DLC and that lists all your add-ons
