After layoff I got back to my latest route-building project and ctrl G'd to bring up Google Earth - nothing but the blue circles of death!
The API key was still in the TS settings and I finally managed to get to my 'Developer's Console'. All the project details were there together with the obligatory billing data. Along the top of the page was the following message:
'Your free trial is over, but your Google Cloud Platform journey doesn't have to be. To restore your services, upgrade by 25 November 2019'
It is, indeed, 12 months since I registered with google to make use of GE in TS.
I have hit the 'Upgrade' button and GE has returned but probably now with a cost attached.
Has anyone else received message?

I received that message a few weeks ago and, like you, assumed I would have to pay. I just checked my bill and it is £2.23 with a discount of £2.23.
It shows that as a discount for the free tier. You can see here (https://cloud.google.com/maps-platform/pricing/) that you get $200 a month free, so it is very unlikely that you will ever be charged.
