Just downloaded the route, but is there any chance the author could upload the installation instructions in PDF format, as I can not open the read me document as I do not have the lastest version of Office, I have an old version from years ago which suits my needs and have no intention of buying another copy from Microsoft on a monthly subscription.

Have you tried opening it with Wordpad or failing that the free Word Viewer from the Microsoft website?

Rename the .docx document to .zip, which will open in Windows, and read the .xml version of the readme in that. Not the easiest of reads as you'll also have all the formatting information, but you'll get the gist of things. Alternatively use an on-line conversion service such as http://document.online-convert.com/

NB: Don't click on any buttons that say 'Download', unless they're offering something you really want of course, as the conversion is all done on-line.

The onus is on anybody providing any add-ons/reskins for the game to make the installation as simple as possible, without the need for the downloader installing anything other than the downloaded content.

Every Windows PC can read .txt documents---sure they don't look as pretty, but as there's just a single photo element in the document under discussion there's little to miss.
As the instructions are flawed anyway (assuming we all have the game in the default location, wrong folder location for the Riviera Assets folder given, no mention of alternative ways to open a .ap) and don't contain any really useful information it's all rather moot.

Welcome to Devon Rails! 
PLEASE READ THIS VERY CAREFULLY TO GET THE MOST OUT OF THE ROUTE!
 
The route has DTG’s Riviera Line at its heart, but extends the experience to Plymouth, Bristol, Exmouth and Axminster. There’s reasonably full scenery to Plymouth and Topsham, partial scenery to Exmouth and Tiverton Parkway, and so far just sparse content onwards to Bristol and Axminster. We’ll fill in the missing detail in due course, as well as extending the rails to Barnstaple and Calstock.
You will therefore absolutely need to have the Riviera Line installed for this to work. For an acceptable experience you’ll also need to have DTG’s Brighton Main Line and scenery packs, Just Trains’ Western Main Lines and Bristol to Exeter routes, DP Simulation’s Barnstaple to Exeter, and the UKTS community scenery packs. For the best experience you’ll need all the other assets listed below, but it’ll probably work pretty well with just those above. Please also make sure you have the Class 43 Reskins from UKTS, ID 35072

Installation instructions
Route
Extract the zip and know the location of unzipping.
Copy the unzipped file 4fd523a6-69ae-4ae3-b2e2-cd2320de3a6f to this folder:
C:\Program Files (x86)\Steam\steamapps\common\RailWorks\Content\Routes
Ceege folder
Extract the zip and know the location of unzipping.
Copy the unzipped Ceege folder to this folder:
C:\Program Files (x86)\Steam\steamapps\common\RailWorks\Assets
Riviera_Stations.dcsv
To get the full list of stations to show in the navigation window you’ll need to use RW Tools to unpack MainContent.ap at this folder:
C:\Program Files (x86)\Steam\steamapps\common\RailWorks\Content\Routes\00000042-0000-0000-0000-000000002014
When you’ve done that replace the existing Riviera_Stations.dcsv with the one in the download, renaming the existing file to Riviera_Stations.bak first

I used "open office 4.1.2" and opened the read me from 7Zip.

Thanks for all the kind words everyone. Callum Renton and I are the developers, with all due acknowledgement to DTG for the Riviera Line.

A small number of snags have been uncovered with v1.00 and we've been fixing them. We know about two or three signal type and number errors between Plymouth and Newton Abbot, and the short track direction issue in the London down line at Cogload. Any amount of testing and still they get through! If you know about any other problems please let us know.

We're close to releasing v1.01 which will resolve these problems, and also includes track extensions to Bere Alston and Okehampton. V2.00 will include completed track to Barnstaple and Gunnislake (so that's Devon Rails then!) and completed scenery to Exmouth. Further version releases will see completion of scenery detail to Gunnislake, Whiteball Tunnel, Barnstaple, Okehampton, and Axminster, and finally on to Taunton and then Bristol.

We'll also try to resolve all the installation hassles. Really sorry about that.

Any 3D modellers out there with a penchant to do the Albert Bridge? Let us know!

Which is still the truncated spur as in the Riviera Line. DP's Barnstaple to Exeter is referenced, the addition of which I guess is for the future. If the author is contemplating doing the Southern mainline via Okehampton and Tavistock, I have a single span model of Meldon viaduct (6 spans make up the whole) which I am prepared to pass on to him.

I'd certainly love that Meldon model John! I've just reached Yeoford in the route's next iteration and plan to go to Okehampton next, so your timing is excellent.

Brilliant route... looks fantastic.
However I wonder if anyone else is having signal issues. On approach to Totnes I get a red at the three aspect signal which does not change. I don't have to tab past the signal which makes me wonder whether there's a missing asset or the signal is set up wrong

We've noted that fault and have corrected it in v 1.01. I'm just finishing off the Meldon line and we'll then publish it with the snags we know about corrected and the lines to Meldon and Bere Alston added (without much scenery though!).

V2.00 will have the lines to Barnstaple and on to Gunnislake added, scenery completed to Exmouth, and other bits of scenery added as well.

Further releases after that will complete the scenery down the various lines. I get really bored doing fields, but needs must!
