I'm not surprised that the route won't open with Adobe Reader - it's not designed to! Adobe is a pdf-file reader. That's an strange error message.
If you're having problems using the Package Manager, you can extract the files manually using z-zip or some other files extraction software. It's also far quicker than waiting for PM to fire up. Extract the archive to somewhere safe (I use the desktop). You should end up with a Content folder (which contains the route itself, an Assets folder, and probably manuals, read-me's etc. Cut and paste both the Assets and Content folders into your TS2016 Railworks folder and place the manual into the Manuals/EN folder.
That will get you up and running.

Ash, Thanks for your help,finally got the Route up and running using the PM don't know why I was getting the Adobe message.
Must have been doing something wrong as it hasn't happened before using the PM,I must of been having a Seniors moment second one this week and it's only Monday.
