It may just be my installation and incorrect settings somewhere, but I have been seeing 'Error 75' sometimes while running RW_Tools.
To get around this, right-click on RW_Tools.exe and select Properties/Compatability from the pop-up menu. Then tick 'Run this program as an administrator' as was the previous instruction, but also tick the box 'Run this mode in compatability mode for' and select 'Windows 7', then click Apply then OK.
After that it should always run OK.
