Not for me they aren't - I find its usually a good idea to save at that point, and restart as quite often they preceed a crash and dump, and even without that they spoil the illusion. I used to think they were caused by faulty assets, but I now think it may be caused by glitches in data transmission to my graphics card. The card itself appears to be working normally when this happens - at least, GPU-Z doesn't see any problems with the load or temperatures. Often they seem to happen when available memory drops below about 0.75Gb.
I'm still running Win XP on an old Dell Dimension 9150 with a dual core Pentium D 3.0 GHz, 4Gb of memory and an ATI Radeon HD 5570. Once I've had my office rebuilt I'll treat myself to a decent computer.
