The answer is YES, it is.
In reality the answer is yes it is the same model, but it is stored in a different directory (vR_AddOn3) from the vR version so you can't just use a scenario designed for the vR version with the Steam version unless you use RWTools to change the scenario. I have downloaded the scenarios from the vR site and got them to work with the Steam version. To be honest the Steam version is better value at full price as you get the freight versions included which appear in a separate pack on vR's website and you also get the KtoD scenarios, at 75% off it's well worth getting!

The asnwer is no, it isn't. The STEAM version does not contain some latest fixes, for example the update of sound to TS2013 (yes, 2013) standards which results in cooling and other sounds to be too quiet etc.

vR updated the steam version too and sent it to RSC, but they never published it stating it contained _some_ bugs, however I never noticed any (nor did vR as far as I know).

So no, it isn't the same version, but still for that price that's a steal.
