I recommend making a blank new route. Laying a platform. Selecting it and on the right hand side you will get a box that has a "generate" button. Click it. This will generate some markers on the platform that allow you to control where people go. You can also then add Collision Volumes (think that is what they are called in game) which again will prevent people going to that location. Idea being you put them around flow pillars, buildings etc that are on the platform.

There are also points of interest. They are very easy. Just add them to the platform.

On the right hand flyout there is also the option to control the density of people based on time of day.

Best way to learn (when there is no documentation) is to play in the world editor on a test route.

I added a few times with densities but when trying it out in free roam there would be no passengers at all. Any tips?
