In rw times the 22MB uncompressed texture was not fully supported by the game, it may cause sbhh error.
Now it's supported but the bigger texture size the more burden for your graphic card I think.

that 22mb file is compressed, that's why i say that format is very inefficient :)
Actually todays even the lower end video cards can handle 8096*8096 textures (intels) others can even handle 16000 something textures.
