Have you ticked the HSC folder? You need to enable the other route so that the tracks are loaded.
In the editor click on the blue square in the 2nd flyout and on the right side you have to select RSC from the drop down menu and set the mark at Horseshoecurve (or just HSC, not sure).

The changing of tracks are a little bit tricky. Tracks are needing a trackrule, this trackule has to be named in the tracks.bin.
Mikes' sample is changing tracks of one Trackrule. So he can use the same one.
Search for trackrule(s) in the Tracks.bin. And change this Trackrule(s) (+Provider and Product <-- to be tickt in the object filter) to an trackrule which contains all of your new used tracks.
May be there is a trackrule delivered with the tracks, or you have to create an own.
After changing you have to clear the cache before starting the Route.
Good Luck
