Is anyone else having trouble accessing Railworks via Steam, or is it just me? I keep getting the message "Could not connect to the steam network". Most irritating.

Quick way to check - look at this page http://store.steampowered.com/stats/ if the analogue graph has a massive dip or shows "0" users, then yes Steam is down (rare), if it's showing 5 Million users+ then yes Steam is going to be slow(ish) (Blame Skyrim! )
Otherwise, try restarting the Steam app, have the latest Steam client (older ones get a bit upset at connection time), and / or try a different download region.
Finally blame ISP, some ISP's limit bandwith to Steam at 'Peak hours' and as a consequence Steam fails to work, if this is the case ditch your ISP for a better one..
Edit: I've just opened my Steam client and launched Railworks with no problems so Steam is very much working

There have been Railworks access problems through Steam today as evidenced by the two other threads.
