I've done a lot of experimentation with FX, MSAA and SSAA as I should think we all have, but I still get scenery "popping-in" now and again in the distance which is a little distracting. The basic settings I use are "max everything" except Passenger Density <Low>, and Shadows <High>, and Water Detail <Very High>.
System is i7 920 @3.8GHz, 12GB DDR3, 2GB HD6950, and OS/W7 64bit and Steam on a 128GB Crucial M4 SSD.
Essentially, is distant scenery pop-in a thing we all have to accept no matter how good your system? Can it (is it?) be affected by game settings? Could it be eliminated altogether if (for instance) I acquired another SSD and put the Steam folder exclusively onto it?
Any thoughts?

Assuming you have detail distance set to full, your bound by the engine.
To my knowledge theres no .cfg or .ini file that can change the LOD (level of detail).
Basically, in order to be somewhat effiecent, an object is usually given 3 or 4 LOD models. So for each object, theres in fact 4 objects drawn dependent on their distance from the viewer/driver but as to where the first LOD model is drawn depends on the engine (and in this case it can be quite short).
For landscapes, which maybe rendered differently, some games do allow this to be altered as well - by increasing the drawing distance by x meters. Again, Railworks doesn't have a config file for this. So if your max drawing detail is at max, then thats that - sadly.
