Re: rw problem
Check after Start under Options -> Graphical Detail -> Scenary Detail, that it reads 10.
Otherwise, I do not think it is impossible to place more assets in the editor, than the driver mode can handle.

Re: rw problem
To expand upon the reply given by @trainsmit, in the Options screen accessed from the RW2 main menu, there is a tab labelled Graphical Detail. Among other controls, on this screen there is a control for Scenery Detailwhich affects the proportion of assets shown, if set at 10 you'll see everything but if it is reduced the assets of lower priority will not be shown. This is in place to allow highly detailed routes to be enjoyed by those with high-spec computers while also allowing those with lower-spec computers to still experience the same route but with a reduced number of assets visible so they can still experience decent performance. Objects that are more important for the simulation of the route like a railway bridge structure (floating tracks are not a good look) would be given higher priority at the expense of less important objects like the postbox down the street and around the corner.

To edit the priority of a scenery asset, simply double-click to bring up the RHS flyout the place a higher number in the box shown. You may need to set Scenery Detail to 10 before editing in order to have the object visible so you can actually select it. What number you need to guarantee an object is shown will vary according to the route, the number of assets on that tile and what numbers have been entered for other objects.
