What Program are used to reskin Engines and Rolling stock. I've had a quick look in the forums but cant find anything on the subject

Start with RW-tools (http://www.rstools.info/index.html) there is a tutorial: Reskinning Scenery Objects, left side, a litle bit down.
This helps a lot.
