In the RW launcher window go to the last tab "localisation" - in the left tree search for your route and scenario, in the middle one mark the languages you want to translate to and then export the Excel file. Open it with MS Excel or Open Office, add your translations, import the file once again and if it asks if you want to overwrite existing languages click yes. Then it will import all new language strings and when the user has chosen the language in the settings tab he will have it in his language.
The question is reasonable enough to include it here: http://railworks.wikia.com/wiki/Adding_ ... r_scenario - made some pics for you, too
Please note: english is not my native language, sometimes I may not use the right words to describe what I want to say.
I don't mean to offend anyone, but irony and sarcasm may get lost in translation
