If you know how to reskin a model through PhotoShop CS, then you could alter the shininess to your taste. It's very simple really, the .DDS will have an alpha channel, so in Photoshop, if you go to the window where there are the tabs:
Layers,
Channels etc., then click on the Channels tab and you should see 5 channels: RGB, Red, Green, Blue, Alpha. If you select the Alpha channel, the texture will go black and white. I imagine by the look of it, it has a block white alpha, which makes it shiny, but if you make it black or dark grey by painting over it, then it will look more matte. Save your texture (check what format the original texture is e.g. DXT ARGB, otherwise if you save it as the wrong one it wont work), import it (RSBinTool, RWTools), save and voila, you have a less shiny ROD.
