The steam folder is in C:\Program Files (x86).
And there are more games in this steam folder, not only RailWorks.
So that's the reason of the 24 GB.
And on the C-drive, I have only 12 GB free space.
But I have a hard disk of 700 GB as the D-drive.
Perhaps this could help?
Because I guess a copy of the "steamapp" to the desktop is not possible.
