WetFriction and SnowFriction ignored?

Another one from my current loco hacking project...

It appears that WetFriction and SnowFriction values are ignored! The loco slips at a slightly lower tractive effort (current, amps) in the wet or snow than it does in the dry, but all slip TEs appear to scale with DryFriction only.

I've tested this fairly extensively while starting coupled to a fairly long train (using a correspondingly high value of DryFriction, ~1.0-1.7) and a little bit while starting upcoupled, all using the JT 60 Advanced (but modified per my previous thread so that it can actually produce >100 000 lbf).

Would someone care to verify, please?!? Start by setting two of the three Friction values to 0.01, for instance, then trying different weather conditions...
