Creating a "broken down" train

I'm creating a scenario where I want to place an AI train in such a way as it simulates a broken down consist. What I've done so far is place it on the line and not given it a driver. That's fine, I can then drive up as a player and attach another EMU to it and drive away. The trouble is that I've got another AI train on the line behind and it doesn't "see" the broken down one and ploughs straight into the back of it. By the way, this happens even though the signal is red. (I've also ticked the "broken engine" option although it doesn't appear to do anything as the crash still happens.) Any idea what's happening here?

It won't see it unless you place a driver on the broken down consist but then you'll get routing issues with the dispatcher anyway.
