Atomic Systems

I have the scenario built. Go to "Build Menu" and no matter what I select, the "Publish" button stays grey and inactive. What have I missed. I did check my Steam Settings and I have enabled the In-Game community etc. Now I know I do go back to the early days of TS (RS days) and I may have inherited some bad habits. Thanks ahead. The scenarios for Stevens Pass are available here at UKTrainsim but I would like to get them up on the Steam Workshop for the newbies.
