Having had a quick play with the TS14 tools, this is the result (click on images for larger resolution).

These are the settings I went for, deserted a midnight, busy during rush hours and then quiet but with some people in-between them and in the evening before tailing off back to midnight, I also added a 'point of interest' marker (the green box) so that passengers would congregate in this are. Although some would still wander up and down the platform by design.



And heres a shot of the effect, the platform on the left has the passenger settings, and the one on the right has not had any settings added, and you can see the difference in volume of passengers and where there congregating (or not in this case).


I think it makes alot of difference, it just needs to be set-up right.
