Forcing signal settings...?

Ok, scenario building frustration...
Freight sat waiting on Up Relief, passenger comes through on Up Main, but then gets blocked by a red at the end of the relief loop...
I’ve fiddled with timings for both and train class, but the freight still gets the green over the passenger
They’re currently set as express passenger and slow freight. Timetable view shows the passenger train getting away at the appropriate time, but in-game it never gets the green
Any tips???

Have you set a time for the freight to "Stop at" the Up relief. If you timetable it to end about 30s after the passenger is set to pass the end of the relief, it should work.

Change the priority of the loco/consist, regardless of timings priority can affect scenairos as can the type of track i.e. make sure a passenger train is not sitting on freight track, that would stop it from moving also check no consist is labeled "Special"

The passing service would probably run as desired if it was classified as Special

Unfortunately, not always. It used to be the case some years ago, but of late not always.

Thanks all tried the “special” class, and downgrading the freight to “slow”, but neither worked
These were starting positions for the second scenario in a two part set. The starting position of the passenger train was two signal blocks back, whereas the freight was already on the loop / relief line (and therefore kept getting the green)
Bringing the passenger train forward one block appears to have fixed it. Software gives the passenger the green and holds the freight. Was an absolute pain, because the held passenger was blocking all the traffic in the station throat

...hence the use of "would probably", but as we've now learnt it appears that the starting positions/timings of the services in the scenario had resulted in the game setting the path/priority in favour of the player and we can't discount that other services had some influence:
