You have to download the package, Mike, there is a Read Me pdf document enclosed with the rwp for you to read. The only Payware route required I can see is the Sudbahn Semmeringbahn route from RSSLO - http://www.rsslo.com/product/suedbahn-semmeringbahn/
Lots of freeware assets to obtain, but, there is a URL link to them for you to download at your convenience.
There are 16 scenarios included, so, at a guess, there is a lot of rolling stock content to download and install as well if you don't already have it.
The route goes from Wien Grillgasse Railway Station to Wiener Neustadt Station and yard.

If you have the Rudolfsbahn and Salzkemmerbahn, you will already have a lot of the assets, if you have the trainworks route upgrades, you will have the vegetation, and other you will have other assets from German freeware routes, so shouldn't be a lot to download. Very important, clear cache once installed. Most of the scenarios are actually QD's.

CORRECTION: This is a WIP route, very nicely done and certainly worth installing and playing on as it is now, however, there is still a lot of work to be completed. The track is laid to Wien Grillgasse Station, but, that is all there is at the moment. The scenery and catenary starts at Wien Meidling Station and runs down to Wiener Neustadt, although the yard beyond that station isn't completely finished either yet, especially, the OHLE, but, in between is just fine with lots of sidings and small yards and mainline running, stations and platforms seem OK, and all signals seem to be in full working order, although, I haven't run the whole length of the route so far, but, there should be plenty of scope for scenarios and I'm sure the folks building this route will carry on to its final stages, it will definately be worth waiting for.

A visit to the relevant forum threads reveals that this is not in fact a work in progress, but covers the distance it was intended to. There are a few errors that will be corrected, there is also talk of a payware version that will have bespoke assets and will continue all the way to Wien proper, however there are currently no suitable assets available for the stations etc which is why this line stops at Miedling. This is the builders first route.

Never mind what forum threads say, you study the 2D map and go on to the route and see how much trackage and scenery objects are already in situ - Definition of work in progress - an unfinished project that is still being added to or developed.....

But, they have already laid track to Wien Central station and beyond, past the carriage shed sidings and yard and past the car transporter sidings and down to Wien Grillgasse station, all these station platforms have got passengers walking along already, they just need to be finished off, with the appropriate assets and you've now just admitted that this route is being carried on, ergo, it's WIP!!!!!

No, the scenery stops at Meidling Station, the track carries on for another 6 kilometres east, do you think they've done that for fun? And that is just at the Vienna end, they've laid track down beyond Wiener Neustadt for at least another kilometre at the other end, it's all there on the route, go and look!!!!!
This is the extra trackage so far laid on the route, and I can post screenshots of Wien Central and Grillgasse for the community to view -

I already have looked, and no they didn't lay the track for fun, there is supposed to be a payware version with bespoke assets to follow in the future. Originally it was intended to go all they way to Wien, but if you read the forum threads you will see why that was abandoned until the payware version comes, if it ever does. The extra track at the other end I would think is to give the option of starting trains outside the station, especially AI. The title of the route should give you a clue as well. The Austrian forum thread was started by the route builder and he continues to participate in it, so I would say that the thread very definitely does matter
By the way Project Freiburg and Rodachtalbahn are being expanded regularly, but they are not WIP.

Another point in case, on another route -- Would you consider the DTG Hamburg S1 route to be a "Works in Progress"? I bet that not, but if you drive around on QD you can find a lot of miles of complicated, fully signalled trackwork that is completely unsceneried...
Perhaps DTG will once use this trackwork in a route extension but for all intents and purposes, the route as they sold it is not "WIP".

It's another case of ambitions, plans, and goals changing during development I guess

There are a few like that. Scenarios are starting to appear for the route on railsim de and RWA, only 3 so far.
