The actual Readme file has
Installation Instructions:-

Unzip this package to a temporary folder, e.g. C:\Temp and click on RW_AssetSetup.exe
The installer will open and should display the path of your TrainSimulator 2014 folder
If not click on the '....' button and navigate to your TrainSimulator 2014 folder in Steam
Click the 'Install to TrainSimulator 2014' button and thats it
No mention of the comments on the Download page

That's exactly what I did, but it doesn't work.

Which isn't unknown when using a .exe installer, particularly if you have the game in the default location--your local security settings could be the reason.
Lets not complicate things; the locomotives doesn't show other than the couplings (?) which usually means the .GeoPcDx file isn't where the .bin file is looking (it could be because a script can't be found but for now lets stick to the basics)
Make sure you have the .Geo in the same folder as the .bin--this is how it's been since RailSimulator so we aren't looking at a new system of working.

Where did the contents of the .AP go when you extracted them---post the full path to the extracted .bin file for the default model.

I decided to start again as I'm getting nowhere quickly....

I unpacked the downloaded file where it sat in downloads and then opened then ran RW_AssetSetup and chose C:\Program Files (x86)\Steam\steamapps\common\RailWorks. The file is then installed into C:\Program Files (x86)\Steam\steamapps\common\RailWorks\Assets\AP_Waggonz\Class90Pack01\Abellio Greater Anglia .
The problem is I now can't find the .ap for the life of me.

Found the .ap file and unpacked it into C:\Program Files (x86)\Steam\steamapps\common\RailWorks\Assets\AP_Waggonz\Class90Pack01\Abellio Greater Anglia. This gives me a usable loco with cabview but it still doesn't appear on external cameras.

Extracting all of the Assets\AP_Waggonz\Class90Pack01\Class90GAAssets.ap file is overkill. The batch file doesn't use the 7Zip function to copy from inside the .ap, so the best alternative is to copy all the required files manually using 7Zip. Reading from the batch file should show you exactly what to copy and where to put it, so here is the batch file:

To be sure that RW Tools can see all the copied files, you have to make them Read/Write. Right click on the Assets\AP_Waggonz\Class90Pack01 folder in 7Zip or Windows Explorer, select Properties, uncheck the Read only tick box, click OK, and click OK in the next dialogue. All done.
