Then I noticed that jzip was trying to open it.
When I used 7zip it all worked fine.

I had problems too until I updated my version of 7zip, then it unzipped with no problem.

thanks go to Ken Balfour for the hint on updating 7ZIP installation. I googled 7zip and found a win10 version 7z1701_2765689605.exe. But found that trying to run the .exe from within the 7zip archive window did'nt work got the message require admin rights. Solved by copying the exe to a folder on the desk top, and then running the exe from there.

Finally managed to get the download - fourth time lucky -first three times just an empty folder! It looks as if 7zip was the answer. Wierd!!!

Having failed repeatedly with my trusty 7_Zip, using both Firefox & Chrome, I updated to the 28th January 64-bit version of 7_Zip and that fixed the problem...
