Whilst we'd all agree that tools are needed, not buying into TSW because of it could lead to a "chicken and egg" situation---does the game need the tools to attract more users, or does it need to attract more users before creating tools is worthwhile?
As Ash has pointed out, we're all running TS now, a decade after it was initially released with more or less the same amount of content (and tools, or indeed lack of) despite all the prophecies of it having no future and being "dead in the water"

After putting in 29 hours on TSW I feel I have had my monies worth. I'd not say i am bored with it yet and still return to it from time to time. If you get it at sale price, even better at £21 for CSX and GWE. Its on my system for when it gets expanded and i'm sure i'll use it much more when it does. It certainly has some nice features I wish TS2018 had. It may take a while to get going but will get there in the end.

I feel I have too got my monies worth and use TSW but of course not as much as TS as there isn't the content, that will change I am sure. I am not sure why the negativity is there, it is a new product, similar was said in the early days of Rail Simulator!

I am sure we will get tools, they say they are working on them and whilst it would be nice to create bespoke scenarios, with service mode you have an entire days operations included taking a unit from the depot in the early hours of the morning to taking one back at night so it is not as if there are only a handful of scenarios as with a TS route. Plus you can set seasons and weather each time you start service mode, it would be great if it would include random failures etc.

I wish TS had service mode, it would be awesome on many of those routes, hopefully many will come to TSW in the future.
