Must be updated because of the TS2018 wording and also says exclusive to TS2018 meaning wont run on TS2017 which must mean an update, what is the update going to add, more to the point why add more to an old sim, when there is a new one, if you add more then will customers need TSW? If I understand correctly, your issue is that you "don't" want a core update because you're worried about increasing hardware requirements?
If you look at the past couple of years, how much really has been added to the core TS20xx to max out the potential of the game engine? Very little as far as I can see, because it's already as far as it can go.
And DTG have said themselves that very little can be done now and if they want to make use of the latest game technologies, then it's TSW that gets most of the core development now.
TS2018 is just a name really, rather than signifying that you're getting loads more than the previous year's incarnation had.
And since the core update is (usually) free I wouldn't worry at all about any route/game backwards compatibility.
