I wonder what the advantage of this model would be over the one from Steam?

According to A German TFZ on railsim de it is very accurate and sounds like the IGBT (Insulated Gate Bipolar Transistor) or GTO (Gate Turn-off Thyristor) version respectively. He drives them daily around Muenchen. Couple of bugs found that are receiving attention, but generally well received.

To keep it simple: this is basicly an expert line version of the 423.

Yes it is, not sure that I personally can justify the expense on a unit that I hardly ever drive and if I do the other versions with the excellent sound mods suffice especially the ones from TTB. Each to there own though, I'm sure there will be some who like the accuracy and complexity of the RWA version.
