OK, moving the game hasn't worked which does make all my posts seem like so much hot air but let's be positive---you're no worse off and now certainly be in a better position to *fix* things without Windows itself being influential.
TS can/should be able to *see* the contents of .ap archives 'on the fly', if you need to extract the contents in order for the game to recognise them (and as an aside, as the extracted files all work OK it rules out the possibility of an incomplete download---another plus!!) then that points to something preventing the archives being accessed fully.
For the sake of completeness, does the route show in the 'Build' menus?
I don't expect it will, but it only takes a few minutes to check.
Is your Windows User Account one with Administrative privilages? --- your answer really does effect the way we look at the issue so if you can get back with that (quickly this time!!

EDIT: Putting Steam in Program Files is no good---that's
still a protected area, and is only named sans the (x86) bit to show it's for 64bit programs. In truth 32bit apps will work from it, as will 64bit apps work in the (x86) sibling--it's just a way to logically split apart 32 and 64 bit programs and has no influence on how they work.
You should be looking to move Steam to somewhere that makes sense to
you (never forget what the 'P' in PC stands for) but as examples 'C:\Games , 'C:\Train Games', 'C:\where that bloke on the internet says I should put stuff' will all work (though the last one is a bit silly as a folder name of that length eats up too many characters) so spend 5 minutes devising a folder structure you're happy with.
