Glorious Devon 1960s Problem

I can't complete the Oxley Hackney scenario because the locomotive runs out of water before I get halfway. I can't refill the tender, can't throw the switches to get to the tank. What to do, swap the tender for a big North American one? I live in the U.S. and don't know anything about British steam - that could be the problem.
