why cant I use serz to open config

I used to be able to use this to open config xml to set custom resolutions for my laptop but now all I get is a file that says serz and nothing else?

Serze.exe doesn't open files, it converts from .bin to an editable .xml and back again. As the file you're trying to edit is already .xml serf is not needed.
.Xml files will.open for editing in Notepad, though I wouldn't recommend it's use, Notepad++ RW Tools or any dedicated .xml editor are the tools to use.
