Get rid of Warning Horn penalty?

Is there any way to remove or stop the sim from marking my trips down for improper use of the Warning Horn? This is totally
Inaccurate from a Drivers point of view and serves no usefull purpose. If I worked to this criteria in real life it would be dangerous. One example is using the Horn at "W" Boards or Stations which then go against you!

I wonder if this is disabled by switching off the career points in the game settings?
Also I think I'm correct in saying that if you do switch off the career points some scenarios will be shown as not completed even though you have successfully completed them
I have encountered this on some of the US routes which I have put down to disabling the career points

On career scenarios you will not get penalties for using the horn, in the normal not allowed times at night time.
It only appears on the Scenario debriefing screen. As on Roads and Believe the railways as well you do have a 'Anti Social' Time limits on horn usage, expect in emergencies.

A quick check of the rule book and building on my own experience as a railwayman...
'You must not use the horn more than is necessary to give an effective warning or to make sure safe working takes place.'
'To give a warning to anyone on or near the running line - high and low tones, using the loud setting.'
'When passing a whistle board between 0700 and 2300 hours - Low tone, use the high setting.'
'To give a warning when in a depot or siding - Low tone, use the soft setting.'
'To sound a local or special code - High tone, loud setting.'
(If the horn is single tone, or has no option for soft or loud settings, you have to make do with the settings/horn you have.)
'You must sound the horn when passing a whistle board between 0700 and 2300 hours. You must not sound the horn when passing a whistle board between 2300 and 0700 hours (except in an emergency or when anyone is seen on or near the line.'
'You must sound the horn when approaching or passing a location where shunting is taking place on a line immediately adjacent to the line you are on, and at any other time you consider necessary. You must sound the horn before leaving a tunnel if you see someone on or near the line beyond the tunnel exit.'
'You must sound the horn on starting your train when passing a signal at danger, or when making a movement within an engineers possession.'

That is an abridged extract from the rule book. Over to you then devs to give us a proper two tone horn (DTG please note). Some do, and some don't.
