You can't see it because RW Tools can't look inside .ap archives.
Why do you want to see it in RW tools?...depending on what you want to do there are different things you have to do first.

Please read the readme/ Description. Are two versions of the scenario. One is not named due to some possible problems with the named version. Don't want to leave it like that, but it has been enough pain in total.

These are great scenarios..... but, the night time view using the very dark night time weather patterns are just not realistic enough for me its just driving through inky blackness, the sim needs this to be implemented to truly be realistic. http://www.youtube.com/watch?v=XG2uDPzcxZs This is not a criticism of the scenarios or author but of the sim, one reason I don't use the inky black night weather pattern for my sleeper scenario and I admit that is just as unrealistic but....

I want to see it in rw tools because i want to use the scenario editing function to swap a consist.

Firstly thank you for the compliment. Curious which version did work for you? As had so much issues with them.

I agree it isn't dark enough. It should have been the S&C Stormy that was set. But for me gladly i do use the AP Lighting pack, so it appeared pretty dark myself. So unsure how it will appear for others who don't have the mod.

No worries at all. Those two i think it was one of the default weather pattens used. Didn't check myself.

Ah damn that is ashame, But the reason why i included the old versions still. When doing them, did suffer a lot off issues as one scenario + would have made the joining a bit complex at Carstairs.

Enjoy P2 & 3 though

I am enjoying them as much as I can despite the limitations, one thing though, it would have been good to add waypoints to the neutral sections, we could see where they are in the dark as the 90 lights are very poor.

For my next Shap Scenario which will be a continuation of one on North will have that. But it is a daytime scenario. But also going to be doing a sucidally long and boring scenario with a Pendo after a journey i suffered from

Also glad you are enjoying them as well I still love what it appeared the Sleeper craze i caused on facebook with the screens.

The SimSig files that contain the timetable have the suffix .wtt, the .wtr files are the rules associated with the timetable such as if train 'x' runs then train 'y' mustn't etc. You can get a utility to convert the timetable file to .txt format from here: http://www.davros.org/rail/simsig. You can use the converter as per its instructions or if you drop it into the folder where you've installed SimSig you can convert a timetable from within a loaded SimSig simulation.
