As I stated above, AntiVirus looks for signature sequences of bytes.
It is quite feasible that a NEW virus in town has a signature that also appears in the dll file you reference.
As a result, the AntiVirus software will flag the file as containing this virus simply because it contains the byte sequence identical to the virus byte sequence.

If you are ever in any doubt about the validity of a file that your AV flags as containing a virus, send the file to your AV company to check it out.

Regrettably FALSE POSITIVES are becoming more prolific as the years roll on.

I believe there is an ONLINE virus checker facility where you can send the file for checking.
The file will be checked by up to 10 different AV programs.

I use Avast and had this problem until I went into Avast "Settings" then "Antivirus" and then added "C:Rail Utilities\*" to my exclusion list. Works fine now.
