Looks like a Bombardier Bi-Level coach to me:

Couldn't find a better photo, but it has the same body-shape around the bogeys.
Would make sense given that RSC are releasing the Pacific Surfliner route soon and non-Amtrak passenger services on this section (Coaster and Metrolink) use Bi-Levels.
