Noticed it has NorthEast Corridor. Can I purchase it, activate on Steam and have it only download NEC. Will steam realise I already have the rest?

That is what Steam normally does, so yes it will recognise what you already own and only download what you don't.

Yes it does recognise what you own but I am pretty sure you can still activate the code and it will download the add-ons you don't have - in this case NEC.

I did the same (or very similar) for when TS13 or TS12 was released; I got Horseshoe Curve for something daft like £3 - I bought the full game as a gift, then 'opened' the gift up for myself.

I thought TS2013 came with London to Brighton Route Add-On, Sherman Hill Route Add-On, Munich-Augsburg Route Add-On. I can't see a package on Steam with Sherman Hill, London to Brighton, Northeast Corridor and Isle of Wight.

I've just Bought it It comes with Northeast Corridor, Sherman Hill, Isle of Wight & London to Brighton DLC's. It also just installs the Missing files. Hope this answers your questions.
