Have you done the 'clear cache' routine?

Re: Add on problem
When the game loads to the 'Collection' screen, click on the 'Main Menu' button at the bottom and then in the next screen click on 'Game Settings' and then 'Tools'.
The middle button is labelled 'Clear Cache', click this and the game deletes the files that make up the cache; the cache being it's internal list of what you have installed which it reads when the game loads. Often new additions don't get included in this list so the game is blissfully unaware you've got a new 'toy', so clearing the list and letting the game write a new one after installing anything is recommended.
You'll get a message saying the game will need to restart, click OK and the game will shut down but NOT automatically re-start; this is a glitch that's recently crept in but don't worry. Close Steam down, restart it and the game and you should be up and running.
Thats the theory anyway.....
If it doesn't cure your woes we'l have to lok at other things, but this is the most likely reason you're not seeing the IOW and class 66.
