Does the error message give any other clues?...a code number or similar?

If not, have a look in 'Event Viewer' (Control Panel-Administrative Tools-Event Viewer) and see if there's any further information there. I'm afraid nobody can help (as opposed to guessing) without that information, as there are hundreds, if not thousands, of possible Windows errors.

AS Gary says, more information would help...

How exactly did you reinstall the software - both Steam and RS2013?

This error is the Windows XP equivalent to ''Railworksproc2.exe has stopped working'', it says something like this...

Railworks/TS2013 has encountered a problem and needs to close, we are sorry for the inconvenience.
Do you wish to send an error report to Windows so we can improve this....
(Send error report) (Don't send)

If you've replaced the HDD surely it wouldn't have had an existing installation to un-install?

Did you re-install Windows?
if so, what version are you running and at what service level? (ie if it's XP as postulated by rgreenrail have you installed Service Pack 3? )

Did you verify the game cache? Normally doing so helps a lot for this type of problems.

Also, what are your system specs? Just in case RW has become too much for your PC.

Can you use Windows Explorer to navigate to where you installed Steam and create a new text file in any of the sub-folders?---it doesn't have to make sense, just want to see if there's a chance that as this is a new install (I'm presuming from a retail copy of XP rather than an OEM 'Recovery Disc', but could you say which?) the necessary permissions may be a bit awry.

What did you mean by the last line about permissions
Many thanks

Every user account type, and in some cases individual user accounts, in Windows has a set of permissions assigned to files and folders, in a new install of the operating system it's possible that your account isn't able to read/write/modify/execute files in the Steam folder or folders beneath that. It's definately a long shot but it is a feasible scenario for why you're having bother.

Are you running as an Administrator, and did you install Steam/Railworks using the same account you created when you installed Windows?
