Have you Verified the Game Files in Steam - as asked above -
When you have done that the Steam tells you it's 100% and ready to play.

Does it play then?

When you start steam, right click on it and 'run as administrator' as suggested, this sometimes fixes issues like this.

Yes, that's fine but I was talking (writing?) about your Windows user account. I don't think this is primarily a Railworks problem but rather one with Windows itself.

When you re-installed Windows did you install all the necessary drivers etc. for your motherboard/chipset?

hello again
i have re installed windows xp and installed microsoft net framework 4.0 and direct x 9.0c
i then loaded railworks through steam and nothing happend so went to the steam folder and loaded railworks from there and it said missing mscv dll 100 so i Verified the Game Files in Steam and now it comes up with the microsoft error report like before if i keep Verified the Game Files in Steam will the files be fixed and will the game work

Verifying will be of no use as the problem is with Windows, not the game. Pop over to Microsoft.com and input the file name in the search field----if you're lucky it'll give you information about where to find the file.

You can download the dll file from various websites, just google the dll file. Be sure not to download the dll fixer though, just the dll file then drop it in your railworks folder.

Yeah, but not all sites provide the right file----some can be malevalent files just named msvcr100.dll, nor does it live within Railworks but in the C:\Windows\System32 folder.
It's part of the C++ Redistributable Package 2010.

Which is also in the install folder for TS2013 which means it hasn't been run!

So it is...

pingmaster, fire up Windows Explorer and navigate to ..\\Steam\steamapps\common\railworks\Install and double click on vcredist_x86.exe --- this should install the file(s) you need.

all i have also upgraded to windows 7 today and have tried to reinstall railworks again and there is still an error message and the programs that are the problem are

At the risk of seeming to be rather harsh, what you really need to do is take the PC to someone who knows how to install an operating system and get them to let you watch.

Exception Code: c0000005 is a bit of a catch all for an error that can be caused by many things, but basically it means Windows is trying to access a resource that doesn't exist. You may be missing a required file(s) in the OS, you may be missing a motherboard/chipset driver, you may be missing a component driver......ad infinitum.
Whichever it is, it's most usually an error caused by whoever has installed the OS and programs, not the OS or the programs themselves.
