If no other games work and you've ensured all drivers are up to date (graphics card, sound card, motherboard etc), I would try reinstalling Windows 8, having backed-up anything you would lose. If nothing works after that, there is a possibility a piece of your hardware is affecting operations.
Add me to the pile for who TS (and every other game I play) works without a problem under Windows 8 (well, aside from the annoying cabview flickering issue when using SSAA with certain stock).

I've not had a chance to test this fully, as I only finished my investigation late last night, but it seems that I have a Restore point that works! (Probably 1st time ever...
)
I hadn't tested my games until a good week after finalising the Win8 install and it seems that it had installed correctly initially and some install along the way must have mucked up my DirectX.
Happier now but, as I said, not much testing time. I had several games load up for me last night before I turned in and they weren't doing that before...
Honestly, my top-line comment it serious, I don't think that I have ever seen a Restore point that has completely solved a specific problem in any version of Windows over the years. Funny thing is, in Win8 it now gives you a comprehensive list of programs that will be affected (unistalled) due to them being installed after the roll-back date - so, do you think they were even touched?! (Not that I'm complaining as they all stayed and continued to work, but it does display the point that System Restore doesn't seem to do whatever it is that MS thinks it should do...)

Sadly, I won't get to know that now, as I applied the roll-back last night and now it is working (more testing needed tonight though, just to make sure...)

Having read about this KB, it's for these OS's:
•Windows Server 2008 Server Pack 2 (SP2)
•Windows 7
•Windows 7 Service Pack 1 (SP1)
•Windows Server 2008 R2
•Windows Server 2008 R2 Service Pack 1 (SP1)
And fixes some program installation incompatibilities. So I doubt whether this would have impacted my problems...

Just to complete this little story now that I've had time to do more thorough testing...
It was actually mal-formed nVidea drivers that was causing the problems, eventhough the error messages were targeting DirextX, which is probably why a Restore worked so well, as it would have removed the specifically downloaded nVidea drivers and returned to the Windows pre-loaded ones on the Win8 install.
There are a few stories of this happening to people around the web - the 1st indication of it is on the new Start Screen, where fonts seem 'out of focus'. Needless to say that problem is also corrected now.

I couldn't actually install Windows 8 with my Nvidia GTX 550 Ti 2gb card in place, I had to remove it fully.
Windows 8 then installed without a problem, but that left me with only the insufficient-to-run-Railworks onboard graphics. It did run in non-TSX mode though in Windows 8...
As a result, I've had to go back to Windows 7, pending the purchase of a new motherboard etc.

I find Windows 8 and TS2013 run perfectly on my system. The only issue was that I had to reverify the cache and download a few hundred new/replacement files first time around.
