Blurry Window Screens

I am sure I read here somewhere,something about what causes these blurry windows and how to fix it. If possible, can someone point me in the right direction.

No , Sorry. I am getting the window as in my above picture.
Windows 10 Home 64-bit,Intel Core i7-2600 CPU @ 340GHz,

Do you have something like this lines on engine.bin file? Also, winwmotion_nm and winnorm_nm textures are very important!
