Not necessarily. I really depends on what changes were made to the base routes, and certainly some of the senarios for Hagen-Siegen were affected by changes. But otherwise, you are safe to port over some, and delete the ones that don't work.
So just make into an .rpk, and this can be ported into RailWorks. RS Tools is a good tool for this.

You can't just copy the scenarios over, however RW_Tools will produce the correct Scenario files for you from the original Rail Simulator ones.
1. Run RW_Tools and make sure you have set up the correct paths for RailWorks and Rail Simulator in the Options menu
2. Go to the Copy from RailSim menu and select Copy Routes
3. You will get a screen listing all of the routes installed in Rail Simulator
4. Select the Route you wish to copy Scenarios from and click the 'Convert Scenarios for Transfer' button
5. You will get a message telling you which folder the Scenarios have been transferred into (Something like RW_Tools\Scenarios for Barstow to San Francisco)
6. You can then just copy the Scenarios you require into (In this case) railworks\Content\Routes\76b3a3f0-c9b0-48f2-9eff-1af9b00166d6\Scenarios folder (just make sure you do not overwrite new RailWorks scenarios).
