I'm afraid the Steam Workshop will quickly rise alongside Facebook in some circles. Since users will get to rate the scenarios, I can easily see a well-written, but complex scenario being uploaded, then voted down by people not so knowledgeable about trains because they couldn't just jump in, ram the throttle to the firewall, and win. But that concern aside, I see this as a plus. I myself am working on a few scenarios and am already dreading having to package and upload them in 3 different formats, to 3 different websites, and still only reach a handful of users. It seems the community (not just referring to UKTS) regards the gamepad as a negative, and I'm hoping the community will see this as a positive, so maybe there's hope yet...for both ends.

Or, alternatively, people might delight at the extra complexity involved and and consequently vote the scenario up.

I can't see it being that honestly. Best comparison i have is the Skyrim Workshop unless the stuff is very bad or buggy that is all what has low ratings etc. All the more complex complete modifications are over on Skyrim Nexus or other sites. Those being the complete texture overalhauls.
Also as far as i can tell a lot over on Facebook do want more complex scenarios and not all, just want to throttle and thats all.
Like wise for the gamepad support i see it as a positive thing and have giving examples of other games that supported it that are similar to Railworks in realism etc.

Nobody will be forced to use Gamepads..if someone feels more comfortable using them, good luck to them. Whats so different in realism from a keyboard/mouse ??
Each to their own.

Paul Jackson has given to the train community a product that has been enjoyed by a wide spectrum of customers. Paul has sunk a large amount of his person funds into the company and has possibly pledged some assets to get lines of credit. The problems that are endlessly mentioned are not detrimental to the core program and have little impact on the enjoyment of the target audience. To change focus, from what is now a decent revenue stream, to fix arcane problems would be an error. Devoting limited resources of staff an funds to assuage a small portion of the customer base is certainly not a good idea.
The companies carefully crafted scenarios do not depend on the more obscure elements that remain from the time when the product was focused primarily on simulation. In fact, it may be prudent to quietly remove some of those things that are not needed to meet the business plan's objectives. It seems that some who come upon them are usually upset by their current state and those concerns only serve to muddy the waters for the majority of the customers. Those elements are best left in the hands of the vendor who can adjust them if and when they are ever needed to be content in a scenario.
As Paul and his team tidy up the program to properly focus it on a larger market we will see some complaints about the direction Rail Simulations is taking. However, everyone must remember that the livelihoods of the staff and the long term existence of the company are dependent upon attracting customers from a larger market. To insure good quality products they must tighten up the access to, and use of, certain parts of the program especially in the editing areas. Once that is accomplished everyone will benefit from the improved assets and scenarios that will be forthcoming.

Is this speculation on your part or is it inspired by a quote from an official line?

Not on every installation
I have two both on win 7
