Odd Wheel values

Hello all, could some bright spark out there help me understand the " bogie wheel radius " value.
I'll give you the main example that is a bit strange-
<WheelRadius d:type="sFloat32" d:alt_encoding="000000C0CCCCDC3F" d:precision="string">0.45</WheelRadius>
That is taken from the HAA Wheels.bin file, am i to understand this wheel is ment to be 90cm in diameter? If so, the ref material i've been checking through shows
that the wheel diameter of a HAA wagon is 109.2cm. A fair ammount of difference, would this also explain why when stopping with a rake of HAA wagons the wheels
appear to speed up in rotaion just before coming to a stop as if the game is torn between showing the 90cm value of the wheel or the modeled size of the wheel?
I hope this makes some sense to you all and that there is something i've overlooked.

You're totally right. I think you're totally right, anyway! the speedup in rotation as you brake might be the wheels slipping.

Well i've just changed the value for the HAA that came with Settle route from 0.45 to 0.546 and so far in a quick test the rotation animation
looks to be a lot better than the default. When coming to a sudden stop the animation matches the wagon movement.
