Seems to be out - just purchased and downloaded. Only had a 15 minute run out of Pompey Harbour to play with but:
Gone is the prototypical EP / Auto brake set up of the CIG. And what's with the motor whine when coasting?
Model wise all OK, although NSE livery looks a little off. Hate to say it, this is the first RSC purchase that's left me feeling genuinely disappointed...

It is indeed out. Going to wait until a few more reviews are in before I go anywhere near it

Had a spin with the VEP & no surprises, it behaves just like the CIG, including the brakes.
Expanding the TS wagon fleet.

I assume it's identical to the cig in cab and sounds? Any attempt to improve either of these or are they just the same as the cig?

Quick question, does it have a 360 degree cab view or is it limited like the 4cig?

A similar situation to the 450 vs. 444. If the opportunity to pick it up for under £3 ever presents itself, then I may get it; otherwise I'll just pretend

I put two trailers between the driving cars of the CIG, couple it to a 33 and pretend it's a 4TC.

Well, it behaves in the same way as the CIG I was driving earlier today and as described in the manual for both units. 
Expanding the TS wagon fleet.

In the video the interior shot shows no luggage racks and it shows the coupling down,
Is the finished model the same ?

Can't comment on the luggage racks as I won't be getting the unit (already have the 4CIG) but if the coupler on the finished product is indeed in the dropped position when uncoupled then it sounds like RSC have either referenced the wrong coupler blueprint for the outer end of the unit or the coupler blueprint itself needs tweaking. Either way it's easily sorted. Need to figure out where the problem is first though so if someone wants to e-mail me just the .bin files from the following three folders then I'll take a look at what's going on and upload a fix to force the couplers to stay locked in position when uncoupled. The "4VEP" folder might be called "Class423Pack" or something along those lines. If it's set up in the same way as the 4CIG then there should be two .bin files in each of the folders:
Assets\RSC\4VEP\RailVehicles\Electric\Class423\BRGrey\DTCL
Assets\RSC\4VEP\RailVehicles\Electric\Class423\NSE\DTCL
Assets\RSC\4VEP\RailVehicles\Couplings\Buckeye\Dropdown
Best way to do it is probably to send three separate emails containing the .bin files from each folder, with the relevant folder path (above) in the subject.

That said, sound wise the model is still lacking - although I have to confess I'm spoilt here as I've the AP sound pack for the CIG installed which significantly improves on what Railsimulator did for the CIG and appear to have done again for the VEP.
Oh well, here's waiting for either an update to the CIG pack to make it do the VEP as well, or a new sound pack from Armstrong Powerhouse!
