Yep it's 46437 on a special from Bacup in 1966, not the last scheduled train. According to a post on Kidderminster Railway Museum's site.

These locos continued to be built by BR until 1953 when they were superseded by the very similar BR standard 78000 class.
Most of the locos were built with a short wide chimney, but some later engines had tall narrow chimneys.
No. 46424 was experimentally fitted with a narrow stovepipe chimney in 1951.
Most of the class were painted in British Railways lined black livery. In later years however, some locos that were overhauled at the GWR Swindon Works were repainted in GWR Lined Brunswick Green
The first loco withdrawn was 46407 in December 1961 from ??? shed.
The last loco withdrawn was 46402 in July 1967 from ??? shed.

I am old enough to appreciate the significance of the LCGB headboard on the loco in your picture.
For you youngsters, it stands for "The Locomotive Club of Great Britain". They ran many railtours in the '60s charting the demise of our railways.
I was 10 in 1966 and now 56. Somewhere along the way one of us has either gained or lost a year!
