That's perfectly reasonable - they've simply inflated the specs so that the population of users with seriously old rigs doesn't get too much bigger! Note also that the footnote by "Pixel Shader 3.0" refers to a list of cards - including the Radeon 9xxx and Geforce FX series - which actually only support Pixel Shader 2.0.
They *also* stated, quite clearly, that any machine that could run RW2 should also be able to run RW3 in Legacy Mode - which only makes sense due to the forced upgrade via Steam. In practical terms that means any Athlon-XP, any Pentium-4, and most Pixel Shader 2.0 cards are still, officially speaking, supported. Since some of these machines don't in fact work properly at present, this puts those users stuck with such machines in a tight spot.
Hence my refrain: report it to RSC.

My PC is i7 960 6gb 1600 mem gtx 480nvidia. The jaggies only happen on NEC scenario with GG1 and PH1 amcafe cars, but they are identical to what you show.

Just remembered i used to get this if you hit win button to return to desktop without stopping game and then return the screen was full of those effects

Strangley I can play railworks quite well on one of my routes as i've made sure I don't get them lines and get upto 40FPS! The lord works in misterious ways!

Cool. Yeah, I had an old P4 Computer up until a couple of months ago. It ran RW2 pretty good, though it was a slightly faster processor than yours (Mine was a 3 GHz CPU), and I had 3GB of system RAM, and a better graphics-card than yours. I'm guessing your own route you mention about, probably isn't as assets-heavy as others you're having those troubles with?
Anyways, for your graphics-card, it looks like they're not really making newer drivers for it, but here's the page I found that include the most up-to-date drivers for your card's model:

So, if you don't have this version, perhaps it's worth a try to install them.
Still, if planning to stick with your current computer for a while, I would suggest to you about considering to install a couple more GB of RAM into your computer as well as getting a better graphics-card, and maybe upgrading XP SP2 to SP3.
Or, better yet if you can afford, a whole new better system.
Of course my suggestions are just that, and not "mandatory", but I highly suspect that much of the problems you're having is at least due in part to lack of system RAM, such an old underpowered (by today's gaming standards) graphics card and slower single-core CPU.

I am looking at getting a new graphics card but the only problem is I can only use an AGP card. The same card will cost less if it's PCI-E than AGP which is a right .. So i'm finding it difficult to find a card that is sutible for TS2012 and at a reasonable price. Can't really afford anything since i'm at school without a job. I've been doing some testing and found that the lines are coming from fences and bridges. Not the track or roads and objects like houses etc.

I'm also on a fairly old system (P4@3 GHz Dell GX270), and I needed an AGP video card with a lowish power draw.
I ended up getting a 7600GS from Ebay, and although it's not the fastest thing ever the system does run RW3 (with TSX off) tolerably smoothly, and so far (touch wood) with no weird graphics glitches.
I've also upgraded from 2 GB to 3 GB of system RAM, although that made no noticeable difference and RW doesn't seem to use it all.

Good AGP graphics cards are indeed quite hard to find now. The switch to PCI Express happened not very long after the switch to Shader Model 2.0, so you will find that a Radeon X300 (for example) is just a Radeon 9600 with PCIe instead of AGP.
However, there were a few cards made with PCIe chipsets and bridges to an AGP connector. The 7600GS mentioned above is probably one of them. Here is the best one I could find from my local retailer: http://www.verkkokauppa.com/fi/product/ ... ytonohjain

It should work, but it's a low-end card and therefore won't do as well (which is precisely why it's cheaper).
